There is a strong business case for workplace health promotion and wellness programs. Chronic diseases account for a much greater loss of time and productivity and premature deaths of employees than ‘traditional’ safety incidents.
This was brought home in Tony Smith’s presentation on this subject to Central Safety Group on 12 March 2013. Tony, a risk and safety practitioner, is co-author with Dr John Tickell of a new book Put the H in OH&S, which is designed for those responsible for workplace health and safety.
Tony gave details of how good workplace health promotion programs can have strong benefits for both employers and employees as well as the wider community.

The presenter:

Tony Smith served 20 years in the Royal Australian Air Force until 2000. From here he “stumbled” into an OH&S advising role, before becoming appointed by the Victorian WorkCover Authority (WorkSafe Victoria) as an Inspector. After two and a half years in that role, he became Health, Safety & Systems Coordinator with a Victorian regional water corporation. He is now responsible for the overall corporate risk portfolio of the organisation as well as its health & safety function. Tony joined the Safety Institute of Australia in 2004 and is a Fellow of that organisation. He is also an active member of several industry and regional risk and safety networks.

Stress can be both positive and negative (distress). When an event occurs in a workplace that causes distress, psychological first aid is an effective tool for assisting workers to deal with it. That was the topic of a talk to Central Safety Group on November 13, 2012 by Rhonda Brand, Organisational Psychologist at Xchanging.
Rhonda outlined the many and various responses to a critical incident that a person may experience, ranging from physiological to psychological, emotional and behavioural. She then spoke about psychological first aid, what it involves and what it is not. Rhonda also gave examples of the application of psychological first aid to particular organisations.

The presenter:

Rhonda became Psychologist/Organisational Development Consultant for Xchanging in 2006. During this time she has been involved in the development, implementation and evaluation of targeted interventions to reduce incidents and severity of psychological injuries across Victorian workplaces. Her work was recognised at the 2010 WorkSafe Awards in the category of Best OHS solution in the Public Sector & Community Services. The framework Rhonda developed was the first stress prevention model recognised in 22 years of the prestigious safety awards. Rhonda has a BA in Psychology & Sociology from Monash University as well as a Graduate Diploma in Applied Psychology/Organisational Psychology from Victoria University.

The new $90M Melbourne Processing Centre provides the Victorian and Tasmanian chapter of the Australian Red Cross Blood Service with a new state of the art headquarters. The facility is housed within the shell of an existing 1920s warehouse, originally constructed as a Morris Minor assembly factory in West Melbourne. The existing brick warehouse building with varying building heights from one to four stories, required significant work to bring it up to current standards, with the additional overlay of an Importance Level 4* rating as required by the business to operate in the event of an emergency. There is 17,500m2 of accommodation comprised of blood processing and distribution areas, blood testing, with the support of research laboratories, warehousing, office/administration and staff amenities.
Attendees were taken on a tour of the site on October 9, 2012, by Shane Winzar, Operations Manager for Victoria & Tasmania.

Jointly funded by the Australian and Victorian Governments, the M80 Ring Road Upgrade is a $2.25 billion project under the federal Nation Building Program. 20000 trucks currently use the Ring Road each day and the project is expected to be completed by mid-2014.
Fred Worboys, Senior Project Engineer at Hyder Consulting has been engaged as Quality Officer for the Tulla Sydney Alliance (TSA), which is constructing the section between Sydney Road and the Calder Freeway.
At Central Safety Group's meeting on September 11, 2012, Fred outlined the high risk environment faced day-to-day by road construction personnel. He also spoke extensively about a number of strategies being employed by TSA to mitigate the risks of working in “live traffic”.

Fred Worboys has been Senior Project Engineer at Hyder Consulting since 2009. He has extensive experience in technical and commercial roles and his fields of expertise include Project Management; Quality Management & Auditing; Systems Conceptualisation, Development & Management; Personnel Management & Recruitment and Contract Management. Fred has a Diploma in Mechanical Engineering from La Trobe University and a Masters in Systems Engineering from RMIT University.

Leading ergonomist and OHS consultant Professor David caple was commissioned by WorkSafe Victoria to evaluate the support currently given to Health and Safety Representatives (HSRs) and advise them on what further support was desirable.
At Central Safety Group's meeting on August 14, 2012, David shared some of his findings from having conducted 19 case studies along with a literature review and stakeholder consultations. He outlined the challenges reported by HSRs as well as the types of practical support they would like to be given.
Another area of concern was the effectiveness of the current training regime for HSRs. David also spoke about the 12 recommendations he made to WorkSafe Victoria following his investigations.

Professor David Caple, who has a background as an ergonomist, has been a leading figure in occupational health and safety in Australia for many years. He has advised a wide range of businesses, industry groups and public sector organisations and worked with Australian and overseas governments on work, health and safety strategy. It has taken about 5 years to achieve harmony in OHS law between the Commonwealth, Queensland, NSW, Tasmania, ACT and NT, but it is likely to take another 5 years to achieve harmonious workers compensation laws. The implications of this were discussed by Steve Bell, Senior Associate at Freehills at Central Safety Group's meeting on July 10, 2012.
Steve began by discussing the various legal issues following a workplace incident and the current status of the Model Laws.
He then took us through the key concepts and new terms by comparing the old & new legislation. He also spoke extensively about the concept of due diligence.

Safety communications: beyond posters and pep talks

In large organisations safety is struggling against HR and IT programs to be noticed by middle managers. Jane Loudon, who has worked for many years in communications, spoke to Central Safety Group on May 8, 2012 about some of the challenges in commnicating safety messages effectively. In Jane’s experience, senior managers always put Safety at the top of their communication issues and requirements, but are often starved of safety news and issues.
She spoke about the purpose and types of safety communication as well as the importance of ensuring that they come from safety people in an organisation rather than from communications personnel. She also outlined the 6 pitfalls of safety communications and advocated for the use of plain language.

The presenter:

In the past 25 years Jane Loudon has held key communications roles in a number of large organisations, working in both internal and external communications. She now specialises in employee communications, Health Safety and Wellness communications and improving general organisational communication. Her work includes the use of behavioural economics and the latest communications research. Jane has a BA from the University of Sydney and a Masters in Communication from the University of Wisconsin.

In 2000, BP relaunched itself with a new logo, slogan and the 4 core values of being Green, Progressive, Innovative and Performance driven. However, since 2005, it has become responsible for some of the worst safety and environmental disasters of the past decade. How did this happen?
Ross Macfarlane, OHS Risk Manager and former HSSEQ Manager at BP, gave his perspective on this at Central Safety Group's meeting on April 11, 2012. In analysing these events, he pointed to the corporate culture at the company and suggested that people throughout BP firmly believed in the 4 core values, but neglected the day-to-day management of hazards and risks and failed to learn the lessons from each disaster.
However, he concluded that there were positive messages to come out of this, including the importance of investing continuously in safety. In this way, BP's experiences have become a force for good.

The presenter:

Ross Macfarlane worked in various management roles at BP from 2001-2008. Prior to that he worked with Castrol and Betz Laboratories. In November 2008 he formed a private consultancy specialising in safety and risk management for industry. He has extensive experience in a range of industries, including chemical and petrochemical, mining, steel and aluminium, automotive and general manufacturing, timber, pulp and paper, construction, aviation and health.

Letchumy Taylor, PhD candidate, Swinburne University, supported by Professor Robert Jones, spoke at Central Safety Group's meeting on March 13, 2012, to share some early results from research she is conducting into the management of unskilled migrant workers in Small to Medium Enterprises in the manufacturing sector.
Letchumy has been conducting in-depth interviews and, while she is only a quarter of the way through them, she has already made some interesting observations about cultural differences that can compromise workplace safety.

Regulatory accountability through an office of a Victorian Health and Safety Ombudsman

Health and safety is increasingly important to society, at work and in the community. OHS offences are indictable and carry heavy fines. It is imperative that there be external review of the regulators of health and safety. Jim Kent spoke about his proposal for the establishment of a Health and Safety Ombudsman for Victoria at Central safety Group's meeting on 8 November, 2011. This role would encompass public authorities with a role in workplace and public safety, such as WorkSafe Victoria, EPA, Department of Health, Department of Primary Industry, Energy Safe Victoria and the Australian Maritime Safety Authority.
He described WorkSafe’s current review processes involving its Advisory Service Complaint System, VCAT, the DPP and the Public Service Ombudsman, using the example of a long-running workplace bullying case to highlight failings in the current process.
He also made reference to the use of Section 131 of the Occupational Health and Safety Act, which permits a person to request WorkSafe to launch a prosecution if one has not been commenced 6 months after the person believes an offence was committed.

Why is psychological health the current big OHS issue?

The WorkSafe Advisory Service experienced a 300% increase in calls about psychological illness, especially bullying, following publicity about the Brodie Panlock case. Professor David Caple spoke about this prominent issue at Central Safety Group's meeting on 11 october, 2011. He said that 450 of these calls have been analysed, but only 16% of the calls fitted the WorkSafe definition of ‘bullying’.
David provided an analysis of the Advisory Service calls, including what indicators there are for sources of risk to psychological health. He also talked about a prevention program that contains layered interventions..

WorkSafe Victoria is working towards harmonisation of OHS laws by 1 January 2012, but there are still a number of sign posts to pass on that journey. Steve Baltas, Manager, Strategic Policy–National OHS Reform for WorkSafe Victoria, gave an update to Central Safety Group on 13 September 2011. In particular, there has been a delay in adopting the model regulations while the Minister considers the Regulatory Impact Statement.
Steve also spoke about some of the key changes in the legislation and about WorkSafe Victoria’s communication strategy, as some Codes of Practice are about to be released for public comment.

In 2010 there were major changes to the Accident Compensation Act 1985, especially in the return to work provisions. Earlier this year WorkSafe Victoria launched 4 Compliance Codes on return to work. Mark Phillips, Operational Strategy Manager (Return to Work Inspectorate), Return to Work Division at WorkSafe Victoria gave an update on these codes at Central Safety Group's meeting on 9 August, 2011.
The codes cover the practicalities of returning an injured worker to work, including consultation and providing information; the role of the Return-to-Work Co-Ordinator, and situations that involve labour hire employees.

High stress has serious physical and psychological health effects, including high blood pressure and depressive modes.  However, there are programs available to reduce these stress-based psycho-social hazards. Will Shacklock, principal trainer at the Corporate Training Network and creator of the Master Your Mind program, outlined his program at Central Safety Group's meeting on12 July 2011. The Master Your Mind program aims to improve workplace functionality by giving staff the skills they need to self-manage their stress.
The presentation included a practical demonstration, in which he took attendees through a 10-minute mediation exercise.

Will Shacklock has over 20 years' experience training individuals and workplace teams to build stress resilience, increase productivity and engage more fully in their lives. Since the foundation of Master Your Mind in 2006, Will has been developing and delivering resilience programs within the public and private sectors. Prior to his career as a corporate trainer, Will held planning, environmental and development roles across the private, local government and state government sectors. He now specialises in training workplace groups to build resilience and better manage the process of change.

The legal implications of OHS Risk Management and the pitfalls that can beset an organistion were the subject of a presentation to Central Safety Group on 14 June 2011 by Michael Hammond, Partner, Rose Norton lawyers.
Michael discussed a fundamental conflict in OHS law, whereby the law looks back at what happened at the time of an offence, while safety looks forward to what can be done to prevent a recurrence. Aspects of the new Model OHS Laws, such as the definition of "reasonably practicable", highlight this conflict, which should be of concern to employers. Michael offered a number of tips for organisations to plan and prepare for the new legislation.

Fraud costs the Australian economy at least $3 billion per year, and the incidence of fraud is increasing year by year. At the same time Australian entities are ill-prepared to detect and prevent fraud against their businesses. Peter Callaway, Managing Director of RISQ Consulting Services, delved into this topic in detail at Central Safety Group's meeting on 10 May 2011.
He began by giving examples of some recent fraud and corruption cases and shared some recent survey results. He then went through what is involved in an investigation, including the myriad sources of information and common pitfalls. Michael also outlined 11 tips to protect yourself from fraudsters.

The Model Work Health and Safety Bill is still on schedule to become law in all States, Territories and the Commonwealth by 1 January 2012. Steve Baltas, Manager, Strategic Policy–National OHS Reform for WorkSafe Victoria, gave an update on its progress to Central Safety Group on 9 September 2010.
While the WHS Act is significantly consistent with the Vic OHS Act, there are a number of key changes, which Steve outlined, along with some outstanding issues in the Model Act still to be addressed.
He also discussed the development of national Regulations and Codes of Practice, the drafts of which will be released for public comment. Finally, he provided a timeline for all work to be completed to ensure a commencement date of January 1, 2012. It is an ambitious project.

All owners and occupiers of buildings and places of public entertainment have extensive obligations under the Building Regulations (Vic) 2006 in relation to essential safety measures At his presentation to Central Safety Group on 12 October 2010, Russ Porteous, CEO of Maintenance Essentials, provided a guide to navigating these obligations.
He gave information both for the preparation of an annual essential safety measures report and for building owners to satisfy themselves that essential safety measures are being maintained properly. This included a 9-point checklist that he said would help building owners & agents sleep at night.

The public health recommendation that people spend at least 30 minutes a day in moderate to vigorous exercise was released in 1996. This was against a social background of a high level of daily physical activity compared to work today. The health consequences of this decline in activity were discussed by Associate Professor David Dunstan from the Baker IDI Heart & Diabetes Institute at Central Safety Group's meeting on 14 September 2010.
David cited a number of recent studies, which show that the magnitude of chronic diseases and poor health among working Australians, together with emerging evidence that sitting time increases risk, highlight the need for increased focus and resources to understand better the potential hazards of prolonged sitting in the workplace. David also gave some recommendations for incorporating more movement into one's daily working life.

The presenter:

Professor David Dunstan is Head of the Physical Activity Laboratory at the Baker Heart and Diabetes Institute in Melbourne. He is also Adjunct Professor at the ECU Health and Wellness Institute, Edith Cowan University and a Public Health Research Fellow with the Victorian Health Promotion Foundation (VicHealth). Prior to this he spent 5 years at the International Diabetes Institute, where he began as Director of Physical Activity Programs and Research, before becoming a Research Fellow. In 2007, he won the Young Tall Poppy Science Award (Victoria) from the Australian Institute of Policy and Science, which recognises the achievements of Australia's outstanding young scientific researchers

The advent of the internet and social media means that there is now a myriad way to communicate to the world, whether for good or ill. For safety professionals, it offers a whole new way to circulate worthwhile safety messages. Kevin Jones, author & blogger at SafetyAtWorkBlog.com guided us through this new landscape at Central Safety Group's meeting 10 August 2010.
Kevin analysed a number of platforms and gave tips on how to ensure your safety messages are noticed, as well as how to identify credible websites and blogs. Kevin’s own blog has been operating for 2.5 years and attracts up to 18,000 readers a month. He noted that social media can never diminish the advantages of the type of face-to-face meeting offered by Central Safety Group.

Occupational violence is a major OHS risk in a number of occupations where staff interfaces with the public. These include corrective services, hospitals, banks and disability services. At Central Safety Group's meeting on 13 July 2010, Professor David Caple discussed this growing problem and the circumstances in which it can occur.
He also spoke in detail about interventions, primarily in relation to workplace design. To illustrate this, he shared a range of such interventions from a project he undertook with the Department of Justice in their Justice Service Centres. Finally, he outlined some strategies to support staff should a violent incident occur.

According to AS/NZS 4801:2001, there are many reasons why organisations implement an Occupational Health & Safety Management System, including legal imperatives, ethical concerns, industrial relations considerations and to improve financial performance. Implementation of an effective OHSMS should, however, primarily lead to a reduction of workplace illness and injury.
Terry Dold, Certification Manager at Davis Langdon Certification Services discussed the AS/NZS 4801:2001 model at Central Safety Group's meeting on 8 June 2010, and how certification can contribute to the success of an OHSMS. He explained the difference between accreditation and certification and gave a detailed account of the certification process.

Terry Dold has 20+ years experience as Insurance Premium Auditor and Safety Inspector in the USA, prior to moving to Australia in 2002. as I am now auditing Management Systems for a JAS-ANZ accredited Certification Body. He has been Certification Manager at Davis Langdon Certification Services since 2006, where he specialises in Management System development & implementation; 3rd Party Certification audits for Quality (9001), Safety (4801/18001) & Environment (14001) and 2nd Party Audits for supply chain verification.

Office settings have changed a great deal over the last 100 years. Where once the focus of offices was on processes, now there is much more collaborative work, and technological innovations have meant that office work can be done almost anywhere.
Valerie Mack, Workplace Designer at Woods Bagot & Chris Correll, Sales Manager Victoria for Corporate Culture Australia, presented their vision for offices of the future at Central Safety Group's meeting on 11 May, 2010.
Valerie spoke about the Woods Bagot approach, which involves a team of specialists, including an ergonomist, ecological sustainable development consultant and acoustic consultant when designing an office. Consultation with staff is also key.
Chris & Valerie showed many examples of new design ideas to make workplaces more flexible, comfortable and people-focused.

Kelvin Blackney's experience as a firefighter in the 1969 Lara fires, which destroyed 44 homes, made him determined to set up an effective community-based fire property preparation system. At Central Safety Group's meeting on 16 March 2010, Kelvin shared the 4-step process he has developed for any community or workplace to use to prepare for bushfire or wildfire attacks.
There was no powerpoint presentation to accompany this talk, but in the meantime, Kelvin has written a submission to the 2009 Victorian Bushfires Royal Commission on behalf of the Safety Institute of Australia, in which he describes his 4-step community plan in detail. It is attached here for members to view.

The presenter:

Kelvin Blackney joined the Lara Rural Fire Brigade in the 1960s. In 1993 he received the Community Individual award at the Victorian Fire Awareness Awards. As chairman of the Safety Institute of Australia (Geelong Branch), he became aware in 2001 of a culture improvement process called Values-Driven Safety (VDS) and introduced the concepts into the construction industry. He also believes it has a place in Community Fire Safety culture. He is a Member of the American Society of Safety Engineers and a Registered Safety Professional.

A visual approach to inductions
How do you move safety induction online yet keep it alive? Troy Winn will talk about how he met that challenge in a presentation on Tuesday, 9 April.
Troy, who is WHS Manager for the Simonds Group, recently completed a Masters in Ergonomics, Safety and Health at La Trobe University in Melbourne. His presentation is based on research he did in the Advanced Practice Stream as part of his postgraduate degree.
Working in the construction industry, Troy and his safety team were often investing several hours a week delivering safety inductions to site supervisors before they commenced a job. A high turnover of people and projects on sites made this a demanding commitment.
Troy will talk about a project to move this training online, where his role was to produce videos. He will outline the thinking and planning behind it, as well as the particular role of videos in making the induction more engaging and effective.
His presentation will include some of his safety induction videos, along with discussion about the various ideas, steps and lessons that went into making them.

About the Speaker:

Troy Winn has been WHS Manager for the Simonds Group since 2022. Prior to that he held national safety management roles in a number of construction companies.
He spent several years as State OHS Advisor for the Housing Industry Association.
Troy has also worked in the mental health, allied health, child care and aged care sectors. His experience includes roles in safety, wellbeing, workers compensation and risk management with organisations including Mind Australia, Blue Cross Aged Care and EACH healthcare services.
Troy completed his Masters in Ergonomics, Safety and Health at La Trobe University in October 2023.
