For years, the key to positive change in OHS seems to have relied on leadership. However, the notion of leadership is something that people might recognise, but can’t describe. Kevin Jones, editor of the SafetyAtWorkBlog, zoomed in at Central Safety Group’s lunchtime event on Tuesday 12th May to discuss this dilemma.

Kevin’s view is that there are two versions of leadership. One is a position or title that invokes leadership and is bestowed on people, but who then often need to learn how to be a leader. The other is the quality of leadership that many of us display and is within our nature.

These two versions are rarely, if ever, defined in the many books about leadership and OHS. However, they are fundamental to how we manage OHS, how we talk to our bosses and how we promote and educate our workers and clients.

With his finger on the pulse of current publications and his wonderfully thought-provoking style, Kevin delved into this confusion as well as what he describes as avoidance techniques.

Employers are now required to manage psychosocial risks like any other workplace safety hazard as a result of new workplace laws in Victoria. The long-anticipated Occupational Health and Safety (Psychological Health) Regulations 2025 came into effect on 1 December 2025.

Dr Natassia (Tas) Goode, Director of the Psychological Health Division at WorkSafe Victoria, discussed the new regulations, and what they mean for both workers and employers, in a presentation to Central Safety Group on Tuesday 14 April.

Research has shown the importance of managing psychosocial risks, where psychological injuries in Victoria have led to longer periods away from work than physical injuries. Only 42% of workers with a mental injury return to work within 6 months, compared to 75% of those with physical injuries.

Tas outlined what are classified as psychosocial hazards, and discussed how employers are expected to identify, assess and manage them. The regulations apply to all Victorian employers, regardless of size, and cover employees, independent contractors and labour hire. Breaches attract penalties for both companies and individuals.

The presenter:

Dr Natassia (Tas) Goode) leads the new Psychological Health Division at WorkSafe Victoria. Tas has been with WorkSafe for the last six years in a series of strategic and operational roles focussed on influencing industry-wide health and safety improvements. Tas has a PhD in psychology from the University of Sydney. She has expertise in systems thinking as well as a significant track record of research in safety science, and training as an appointed inspector.

Musculoskeletal disorders (MSDs) account for more than 50% of workplace injuries and diseases, and are among the most expensive and prolonged work-related compensation claims. A pioneering approach to reducing MSDs and stress-related mental health has been developed by Professor Jodi Oakman and colleagues at La Trobe University.

Professor Oakman presented an interactive Zoom session on 10 March exploring the APHIRM Toolkit. APHIRM stands for A Participative Hazard Identification and Risk Management and the free online toolkit guides workplaces through the process of identifying, assessing and controlling physical and psychosocial hazards (www.aphirm.org.au).

An evidence-based system, it addresses risks from both types of hazards that, Jodi said, offers a comprehensive approach for managing workplace MSDs. Significantly, it also involves the participation of workers.

The presentation was followed by questions and a discussion session.

The presenter:

Jodi Oakman is a Professor and head of the Centre for Ergonomics and Human Factors at La Trobe University. Her background is a mix of industry and academia, across a range of industry sectors including health, manufacturing and logistics. She joined the teaching staff of La Trobe University 20 years ago after working as a corporate ergonomist, initially with Ford, and then as a consultant. Her initial degree was in physiotherapy, followed by a Master’s degree in ergonomics, and a Doctorate on the influence of an organisation on employees' retirement intentions. Her current research projects include developing a model of sustainable work to facilitate longer working lives, and using evidence to guide risk managements in organisations to reduce the risks of stress and MSDs.

What truly differentiates top candidates in today’s current employment climate? Expert in health & safety recruitment, Helen O’Keefe, gave a presentation on 10 February to Central Safety Group that delved deeply into the critical factors driving recruitment decisions for senior HSW roles.

Helen began by discussing in-demand skill-sets. She provided a detailed breakdown of the technical expertise and strategic capabilities that employers are actively seeking. This goes beyond foundational HSW knowledge.

Helen also explored essential behavioural competencies, including the soft skills and leadership traits that are predominantly requested when she is recruiting HSW executives reporting to CEOs or C-Suite leaders.

Helen concluded with an overview of the state of the HSW market in 2025. She identified the industries that experienced the most demand for HSW talent and those that slowed down, as well as the underlying economic or regulatory factors that drove this.

Helen O’Keefe is the founder of HOK Talent Solutions, which celebrated 10 years of dedicated service to the OHS community in 2025. Operating Australia-wide, Helen manages recruitment assignments across various sectors and her passion for the health and safety industry stems from her extensive experience in the field - from both a recruitment perspective and having worked alongside OHS peers in her earlier career. Prior to establishing HOK Talent Solutions, Helen held the position of National Recruitment Manager at the Australian Red Cross and served as an HR Manager for the pharmaceutical company Glaxo-Smith-Kline (GSK).

Fatigue in the workplace can be a critical safety and psychosocial risk. However, some contributing factors are often overlooked, resulting in poor management of the issue.

Jane Skillen, OHS Advisor at Victorian Institute of Forensic Medicine, presented an informative case study to Central Safety Group on 11 November on managing fatigue for clinical forensic nurses in regional Victoria.

She discussed the implications of being impaired by fatigue in such a high-risk work environment, and the importance of recognising both external and workplace factors that can contribute to it.

Her talk outlined strategies to identify fatigue-related concerns early, and what a timely intervention looks like.

The presenter:

Jane Skillen has over 20 years’ experience across the Victorian Public Service and specialised sectors including healthcare, education, corrections, and the arts. She has been in her current role of OHS Advisor with the Victorian Institute of Forensic Medicine (VIFM) for two and a half years. VIFM provides the justice system with crucial evidence that underpins safe convictions and appropriate acquittals. Her previous career includes providing expert OHS leadership to organisations such as Youth Justice, Corrections Victoria, the Department of Health & Human Services and Victoria Police. Jane is a Financial Member of Central Safety Group.

The topic of Artificial Intelligence (AI) is being met with rising interest and speculation about how it can be applied in the workplace. An example of the successful use of AI in OHS was presented to Central Safety Group on Tuesday 14 October by John Ansley, co-founder of Knowby.

They have developed a digital tool, Knowby Pro, that takes the complexity out of instructions, giving instant access to critical information. John demonstrated how the Knowby Pro platform works, and the different ways it can be applied in business.

CSG Committee member Gavin Kenny, who is Head of Health and Safety Systems Transformation at Opal, contributed to the presentation by talking about how he uses the tool at his workplace. He gave his perspective on its application at Opal, and how it has improved their OHS communications.

Billed as an alternative to those painful how-to manuals and instructional videos, Knowby Pro allows users to create SOPs or work instructions using a combination of text and images and/or video, with the help of AI.
John and Gavin’s presentation included questions from the audience.

The presenter:

John Ansley is a technology expert who co-founded Knowby in 2021, building on his many years’ experience across the information technology landscape. He has provided advice and direction to a range of industries from start-up to major enterprise solutions, both in Australia and internationally. He has had roles as COO and Chief Information Officer, in business development, strategic consulting and digital transformation programs. Organisations he has worked with include Rio Tinto, BHP, Roche Pharma, Linfox and Toll Group. John has an MBA from the Australian Institute of Business.

The presenter:

Gavin Kenny has over 20 years’ experience in OHS, specialising in systems management. He has developed, integrated, and streamlined business systems across complex organisations. He likes to keep things simple and deliver innovative, practical solutions that address business challenges and mitigate risks. He is currently working in the packaging industry as Head of Health and Safety Systems Transformation, where he manages a team focused on delivering simple, user-friendly, and digitally enabled solutions. Previously he has worked with Melbourne Water, and Worley Parsons, where he managed the global HSE incident reporting database. Gavin holds a Bachelor of Science (BSc) Hons from Deakin University, and is a Committee member of Central Safety Group.

The esteemed David Caple AM joined us on 9 September to talk about new initiatives in manual handling that have been assessed and implemented in a range of workplaces, including libraries, childcare and large retail stores.

David provided an overview of the methodology involved, and gave examples of the initiatives. Manual handling systems are not 'one size fits all', and David spoke about the requirements for different industries and workforces.

He also discussed change management processes that ensure these systems are sustainable.

The presentation included discussion and questions from the audience.

The presenter:

David Caple AM is a leading figure in occupational health and safety here and overseas. He has advised a wide range of businesses, industry groups and public sector organisations, and has worked with Australian and overseas governments on work health and safety strategy. He has spent 40 years as an OHS consultant, and was an Adjunct Professor, Centre for Ergonomics & Human Factors, La Trobe University for 20 years. David was President of the International Ergonomics Association (IEA) 2006-2009, in which capacity he represented the profession in 23 countries, to governments, universities, researchers and practitioners. As many of you know, Victoria is entering a new era of workplace safety with the upcoming implementation of the Occupational Health and Safety (Psychological Health) Regulations, set to take effect in December 2025.

Craig Ramadge’s presentation to Central Safety Group on July 8 drew on his experience working in the area of forensic mental health to explore the implications of Victoria’s new psychosocial regulations for employers and employees.

These regulations place a stronger emphasis on identifying and managing psychological hazards - including exposure to trauma, violence and high-stress environments - all of which are highly relevant in forensic settings.

Craig took us through the unique physical and mental health challenges faced by workers in forensic mental health roles, and how the changes to WorkCover Mental Injury claims in Victoria impact these workers.

He also offered practical strategies for creating safer, more supportive workplaces, with an emphasis on the importance of early intervention, trauma-informed care and organisational resilience.

Whether you work in corrections, mental health services, law enforcement or community support, this session was designed to equip you with insights and tools to better protect psychological wellbeing in your workplace.

The presenter:

Craig Ramadge is a qualified OHS practitioner, who has been Health Safety & Wellbeing Advisor with Forensicare for the last 15 months. Prior to that he had over 12 years’ experience across multiple Australian jurisdictions, working in a range of sectors, including higher and vocational education, construction, manufacturing, health, and utilities. Craig holds a Diploma of Occupational Health and Safety from RMIT University; a Bachelor of Arts from La Trobe University, and is a certified WHS Management Systems Lead Auditor with SAI Global. Craig is a committee member of Central Safety Group.

Climate change as an OHS issue
The impact of climate change on worker health and safety, and the response by OHS professionals, will be discussed by Sam Hall in a lunchtime presentation to Central Safety Group on Tuesday 9 June.
Sam is doing PhD research into how climate change is creating new and emerging risks for worker health, safety and wellbeing. She is also exploring how occupational health professionals in Australia perceive these impacts of climate change, as well the role they can play in workplace climate adaptation.
Sam will present preliminary findings on the perceptions of climate-related risks at work. She will also discuss how workplaces may respond proactively to climate change as an OHS and work design issue.
The talk will be followed by audience questions and discussion.

About the Speaker:

Sam Hall is a qualified physiotherapist and ergonomist with 20 years’ experience across occupational health and safety, rehabilitation, wellbeing, coaching, and education.
She is currently a graduate researcher completing a PhD at La Trobe University’s Climate Change Adaptation Lab, investigating the climate change impacts on health at work.
Sam holds a Bachelor of Physiotherapy and a Masters of Health Science (Ergonomics) from the University of Queensland, and a Masters of Health Science (OHS) from Queensland Institute of Technology.
